联通在3G正式商用的10月份，发展了百万3G用户，势头不错。然，中国联通推出的3G 186套餐有两个致命的问题：
- 目标客户群过窄
- 短期目标定的过高
联通3G目标在哪里？
- 有移动数据业务需求且通信支出较高的第一类用户
- 暂时没有移动数据业务需求但通信支出较高的第二类用户
- 有移动数据业务需求但通信支出较低的第三类用户
- 既没有移动数据业务需求通信费用支出又低的第四类用户
第一类：他们既有移动数据业务的需求，又能承受186套餐的高门槛和更换3G终端的费用。
第二类：他们不会立即更换3G终端，那么186套餐包内的流量、M/T和可视电话都浪费了，包内的语音资费显然不比他们正在使用的套餐便宜，很难吸引他们更换号码转到186上来。
第三类：186套餐包内的流量、M/T和可视电话对他们都有吸引力，但是186套餐的高门槛（终端补贴的门槛更高）将他们拒之门外。
第四类：既没有兴趣，又用不起
特殊群体分析
为了培养青少年和大学生用户，联通还推出了一款学生套餐，66元含50分钟国内主叫、240条短信、300M流量、6个M、10个T、10分钟的可视电话。套餐看似有吸引力，但是没有3G手机的话就剩下语音和短信了，和现有的校园产品相比，不是很贵而是极贵了。
结论：目标客户群体太窄+宏伟的发展计划+全国范围内开展竞赛活动=全国上下齐动员，人参当做萝卜卖
